English Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a new survey of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Planned Sales

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase council taxes next spring to cover the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils recently further found council budgets being strained by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the last year, the survey found.
